Software version is obsolete?
Yes, the scenario you described is *precisely* what Single Developer + Runtime Free license is for. The license is not tied to a specific person, you can freely transfer to a new developer as long as the original developer stops using the software.
The software you develop needs to have access to the license key in runtime. This can be done in multiple ways - e.g. by installing it on the target system using our License Manager utility. But probably the easiest for the end user is when you embed the license key with your project. I suppose your question is about the decision between Standard and Professional editions ( opclabs.doc-that.com/files/onlinedocs/OPCLabs-ConnectivitySt...kOPC%20Product%20Editions.html ).
If you have made a prototype and you are *not* calling CallMethod or CallMultipleMethods on the EasyUAClient object, then you are not using the OPC UA "methods" feature.
Note, however, that the Standard edition runs on .NET Framework and not on .NET (e.g. .NET 8, 9). You need Professional edition for "new" .NET runtimes anyway.

If you do not own a commercial license, and you not evaluating QuickOPC or OPC Wizard, but instead are using it to develop software - even if it is not yet in the production - you need to purchase the license.
